Positive Test Rates Drop in Red Zones: Governor Andrew Cuomo’s Monday Update shows that Positive Test Rates in New York States Hot Spot Clusters dropped to 3.31% On Sunday, October 18. They were 6.91% the week of September 27 to October 4 and 6.13% the week of October 4 through 10.
The Red Zone Focus Area in Orange County, New York’s hardest hit cluster, saw its Positive Test Rate drop from 24.64%, the week of September 27 to October 3, to 2.68% yesterday. The Rockland Red Zone Focus Area’s, New York’s second hardest hit cluster, Positive Test Rate dropped from 12.29% to 2.68% in the same time frame. Statewide, New York’s Positive Test Rate was 1.21% and 1.13% excluding the Red Zone Focus Areas.
The Red Zone Focus Areas were defined in the Governor’s Cluster Action Initiative on October 6. The plan, which was developed in consultation with leading national public health experts, also created Orange (Warning) Zone and Yellow (Precautionary) Zones. Each zone designation is determined by the density of COVID-19 positive case clusters and each designation carries corresponding rollbacks in the New York Forward Reopening guidelines. Under the plan all schools and non-essential businesses are closed for a minimum of fourteen days and restaurants are only open for take out. In Orange Zones, schools and high risk non-essential businesses such as gyms and personal care are closed.
Movie Theaters to Reopen On October 23, Ski Resorts On November 6
Cuomo also announced that New York’s movie theaters, outside the city, can reopen at 25% capacity on October 23. Assigned seating is required at all theaters and masks must be work except when seated or eating and drinking. Additional staff will be required to manage traffic and seating (think ushers). Enhanced air filtration, ventilation and purification standards must be met by theaters.
Cuomo also announced that New York’s Ski Resorts can open on November 6 with indoor areas running at 50% capacity. In addition, outdoor area’s at ski resorts capacity must be reduced by 25%; lifts are restricted to members of the same party, and ski lessons are limited to groups of ten. Finally masks are required except when eating, drinking or skiing.
